Caitlyn Weber
President

Caitlyn Weber currently serves as the Chief Investigator and Manager of the Criminal Intelligence Unit for the Georgia Department of Juvenile Justice. With over 15 years of experience in law enforcement and Intelligence, Caitlyn has held crime analysis and investigative roles at the local, state, and prosecutorial levels. Her diverse background brings a holistic view of the intelligence process across jurisdictions and mission areas. She holds a Bachelor’s degree in Experimental Psychology from Washington College and a Master’s degree in Intelligence and Crime Analysis from Saint Joseph’s University. Caitlyn is a Georgia POST-certified instructor and regularly provides training in Intelligence-led policing, open-source Intelligence (OSINT), gangs, and human trafficking. Throughout her career, Caitlyn has received multiple commendations for innovation and leadership in Intelligence operations. She is an active member of IALEIA and other state law enforcement associations, contributing to the advancement of standards and ethics in the field. Her passion lies in protecting the community through interagency collaboration and coordination. As a board member, Caitlyn is dedicated to supporting IALEIA’s mission to enhance professional standards in Intelligence analysis and to foster a strong, connected network of analysts across disciplines.

Meredith Bailey
Vice President

Meredith Bailey is a Supervisory Criminal Intelligence Analyst with the Georgia Bureau of Investigation assigned to GISAC, the Georgia Fusion Center, for the past 16 years. As a career law enforcement intelligence analyst, Meredith is committed to serving her agency and community through continued development of training, research, tradecraft, and partnerships. She has her Bachelor’s and Master’s Degrees in Criminal Justice from Georgia State University. As a field analyst, her primary assignments included support to counterterrorism efforts, internet crimes against children, and human trafficking. While she now supervises a team of analysts, Meredith still oversees a variety of GISAC’s special projects, research, and report-based initiatives. She is P.O.S.T. Instructor certified in Georgia and serves as the Secretary for the National Fusion Center Association’s Analyst Council. Meredith’s mission is to make a difference through authentic connection and genuine care of others.

Nicole Lehner
Treasurer

A researcher and teacher in the field of Criminal Justice, specifically in the areas of Crime and Intelligence Analysis, Analyst Nicole Lehner, holds the Criminal Intelligence Certified Analyst (CICA) certification from IALIEA, the Certified Cyber Crime Intelligence Analyst (3CIA) through the National White Collar Crime Center (NW3C), the Georgia Post Certification in Criminal Intelligence as well as Instructor Training. She also holds a Bachelor’s degree in Sociology and a Master’s degree in Criminal Justice from Kennesaw State University. She has been published in Criminal Justice journals for her research during her time at Kennesaw State and takes great pride in educating analysts within the state of Georgia on the areas of crime and intelligence analysis. Analyst Lehner was awarded the 2023 Analyst of the Year from the Georgia Piedmont Chapter of IALIEA and Analyst of the Quarter for the City of Marietta Police Department. She serves on the Master’s in Criminal Justice Committee at Kennesaw State University helping to shape the program to focus on Criminal Justice Employment post graduation, and assists as a volunteer for the Professional Standards Committee with National IALEIA with regards to the CICA exam too.  Analyst Lehner recently joined the ranks of part time professors at Kennesaw State University teaching in the area of Criminal Justice, and is currently employed as a Criminal Intelligence Analyst at the Atlanta Carolinas High Intensity Drug Trafficking Areas (AC HIDTA).

Lindsay Harris
Secretary

Lindsay Harris is the Commander of the Multi-Agency Criminal Intelligence Divison at the Cherokee Sheriff’s Office. After a successful career as an analyst supporting federal drug-trafficking investigations, Lindsay followed her passion to bring modern intelligence analysis to local law enforcment. Creating one of the first multi-agency intelligence units, Lindsay’s unit serves all divisions and jurisdictions within Cherokee and Pickens Counties through digital forensics, investigative support, crime analysis and real-time intelligence. Lindsay earned her Bachelor Degree in Criminal Justice from Kennesaw State University and her Masters in Public Administration from Reinhardt University. Throughout her professional career, Lindsay has received numerous awards and commendations for her work in the intelligence field. Lindsay is an expert witness in federal and state courts and hold various certifications to include Criminal Intelligence Certified Analyst (CICA), Certified Cyber Crime Intelligence Analyst, and Certified Real-Time Crime Center Professional (RCCP). Lindsay was named as one of the 2023 Cherokee County Top 10 in 10 Young Professionals.
